<p>Israel calls on the European members of the UN Security Council to support the resumption of direct talks between Israel and the Palestinians under the Quartet plan, adopted by Israel despite its rejection by the PA. The European UNSC members must adhere to the wording of the Quartet plan and refrain from giving it interpretations that contradict both the letter and the spirit of the original text. This misreading only adds obstacles on the path towards renewing peace negotiations. Interfering with Israel&#8217;s domestic affairs, including on issues which are to be solved within the framework of direct talks, does not enhance the status they wish to be granted.</p>
<p>Moreover, Israel suggests that the European UNSC members focus on the international agenda rather than turn upside down the fitting priorities of the international community. In Security Council discussions they should have concentrated on peacemaking in bloodshedding hotspots such as Syria, on promoting democracy and moderation in Arab countries aspiring to freedom, and on defusing the global danger embodied in the Iranian nuclear race. If, instead of contributing to stability in the Middle East through these steps, they invest their efforts in inappropriate bickering with the one country where the independent law and justice system can handle lawbreakers of all kinds, they are bound to lose their credibility and make themselves irrelevant.</p>
<p>The European UNSC members have chosen to do what is easy and unnecessary, rather than muster their courage and do that which is  difficult and necessary.</p>

<p>Earlier this morning (Monday, November 28th), Israeli President Shimon Peres met with Jordanian King Abdullah II  at the Royal Palace in Amman, . The two leaders discussed various bilateral issues as well as ways to overcome obstacles in the peace process between Israel and the Palestinians, and exchanged views regarding recent developments in the region. The meeting was held in a warm, friendly and open atmosphere.  President Peres and King Abdullah agreed to continue their talks in the near future.</p>
<p>Prior to leaving for Amman, President Peres met with Prime Minister Benjamin Netanyahu.  The two discussed the importance of strengthening the good strategic ties between Israel and Jordan.</p>
<p>During his meeting with King Abdullah, President Peres emphasized Prime Minister Netanyahu&#8217;s proposal to hold a direct Israeli-Palestinian meeting forthwith in order to advance the peace process. The President stressed that reaching a solution of &#8216;two states for two peoples &#8216; will be possible only via direct negotiations and not through appealing to the UN.</p>

			<content:encoded><![CDATA[<p><a rel="attachment wp-att-3800" href="http://www.israelpolitik.org/2011/11/10/israel-council-of-religious-communities-holds-landmark-meeting-with-pope-benedict-xvi/pope_benedictus_xvi_january20_2006_2_mod/"><img class="alignright size-full wp-image-3800" title="Pope_Benedictus_XVI_january,20_2006_(2)_mod" src="http://www.israelpolitik.org/wp-content/uploads/2011/11/Pope_Benedictus_XVI_january20_2006_2_mod.jpg" alt="" width="216" height="309" /></a>The Israel Council of Religious Communities is expected to meet with Pope Benedict XVI at the Vatican today.  The Pope had met the Council in Nazareth during his <a href="http://www.mfa.gov.il/MFA/History/Modern+History/Historic+Events/Pope_Benedict_XVI-Visit_Israel.htm">visit to Israel in May 2009</a>, and invited its members to meet again in Rome. The Council accepted the invitation, and the encounter tomorrow will be the first of its kind in the history of relations between Israel and the Holy See, and in the annals of relations between the Pope and the Holy Land.</p>
<p>The Council was established in June 2007, at an event convened in the Chief Rabbinate of Israel in Jerusalem. It was attended by the chief rabbis, the vice-president of the Sharia Appeal Court, the head of the Druze community, the head of the Greek Catholic  Church, the Greek Patriarch, the representative of the Armenian Patriarch, the head of the Maronite Church, the head of the Anglican Church, the representative of the Latin Patriarchate, the head of the Ethiopian Church, the head of the Armenian Catholic Church,  the  representative of the Franciscan Custody of the Holy Land, the representative of the Coptic Church, the secretary general of the Baha’i community, the imam of the Circassian community, the head of the Ahmadi community, the head of the Samaritan community, and  the representative of the Beduin community.</p>
<p>Since its establishment, the Council endeavors to foster understanding and bring together people of different faiths and communities in Israel. It has helped to solve conflicts and differences throughout the country.</p>

<p>Israel rejects the decision of the General Assembly of UNESCO of October 31st accepting Palestine as a member state of the organization.  This is a unilateral Palestinian maneuver which will bring no change on  the ground but further removes the possibility for a peace agreement.</p>
<p>This decision will not turn the Palestinian Authority into an actual  state yet places unnecessary burdens on the route to renewing  negotiations. Israel believes that the correct and only way to make  progress in the diplomatic process with the Palestinians is through  direct negotiations without preconditions. Consequently Israel welcomed  the Quartet&#8217;s declaration of the 23rd September and is ready to work on  this basis. The Palestinian move at UNESCO, as with similar such steps  with other UN bodies, is tantamount to a rejection of the international  community’s efforts to advance the peace process.</p>
<p>Israel thanks those countries which displayed a sense of  responsibility and opposed this decision in the UNESCO General Assembly.  It is disappointing that the European Union, which is working to renew  the direct negotiations and opposes the Palestinian move, could not  reach a unified position to prevent this decision.</p>
<p>Following the decision to accept Palestine as a regular member of  UNESCO, the State of Israel will consider its further steps and ongoing  cooperation with the organization.</p>

			<content:encoded><![CDATA[<p><a rel="attachment wp-att-3737" href="http://www.israelpolitik.org/2011/10/18/pm-netanyahus-remarks-following-the-release-of-gilad-shalit/gilad-shalit-pm-salute/"><img class="size-large wp-image-3737 alignright" title="gilad shalit PM salute" src="http://www.israelpolitik.org/wp-content/uploads/2011/10/gilad-shalit-PM-salute-600x400.jpg" alt="" width="209" height="137" /></a>Citizens of Israel, today we are all united in joy and in pain.</p>
<p>Two-and-a-half years ago, I returned to the Prime Minister&#8217;s Office.  One of the principal and most complicated missions that I found on my desk, and which I set my heart to, was to bring our abducted soldier Gilad Shalit back home, alive and well.  Today, that mission has been completed.</p>
<p>It entailed a very difficult decision.  I saw the need to return home someone whom the State of Israel had sent to the battlefield.  As an IDF soldier and commander, I went out on dangerous missions many times.  But I always knew that if I or one of my comrades fell captive, the Government of Israel would do its utmost to return us home, and as Prime Minister, I have now carried this out.  As a leader who daily sends out soldiers to defend Israeli citizens, I believe that mutual responsibility is no mere slogan – it is a cornerstone of our existence here.</p>
<p>But I also see an additional need, that of minimizing the danger to the security of Israel&#8217;s citizens.  To this end, I enunciated two clear demands.  First, that senior Hamas leaders, including arch-murderers, remain in prison.  Second, that the overwhelming majority of those designated for release either be expelled or remain outside Judea and Samaria, in order to impede their ability to attack our citizens.</p>
<p>For years, Hamas strongly opposed these demands.  But several months ago, we received clear signs that it was prepared to back down from this opposition.  Tough negotiations were carried out, night and day, in Cairo, with the mediation of the Egyptian government.  We stood our ground, and when our main demands were met – I had to make a decision.</p>
<p>I know very well that the pain of the families of the victims of terrorism is too heavy to bear.  It is difficult to see the miscreants who murdered their loved ones being released before serving out their full sentences.  But I also knew that in the current diplomatic circumstances, this was the best agreement we could achieve, and there was no guarantee that the conditions which enabled it to be achieved would hold in the future.  It could be that Gilad would disappear; to my regret, such things have already happened.</p>
<p>I thought of Gilad and the five years that he spent rotting away in a Hamas cell.  I did not want his fate to be that of Ron Arad.  Ron fell captive exactly 25 years ago and has yet to return.  I remembered the noble Batya Arad.  I remembered her concern for her son Ron, right up until her passing.  At such moments, a leader finds himself alone and must make a decision.  I considered – and I decided.  Government ministers supported me by a large majority.</p>
<p>And today, now Gilad has returned home, to his family, his people and his country.  This is a very moving moment.  A short time ago, I embraced him as he came off the helicopter and escorted him to his parents, Aviva and Noam, and I said, &#8216;I have brought your son back home.&#8217;  But this is also a hard day; even if the price had been smaller, it would still have been heavy.</p>
<p>I would like to make it clear: We will continue to fight terrorism.  Any released terrorist who returns to terrorism – his blood is upon his head.  The State of Israel is different from its enemies: Here, we do not celebrate the release of murderers.  Here, we do not applaud those who took life.  On the contrary, we believe in the sanctity of life.  We sanctify life.  This is the ancient tradition of the Jewish People.</p>
<p>Citizens of Israel, in recent days, we have all seen national unity such as we have not seen in a long time.  Unity is the source of Israel&#8217;s strength, now and in the future.  Today, we all rejoice in Gilad Shalit&#8217;s return home to our free country, the State of Israel.  Tomorrow evening, we will celebrate Simchat Torah.  This coming Sabbath, we will read in synagogues, as the weekly portion from the prophets, the words of the prophet Isaiah (42:7): &#8216;To bring out the prisoners from the dungeon, and them that sit in darkness out of the prison-house.&#8217;  Today, I can say, on behalf of all Israelis, in the spirit of the eternal values of the Jewish People: &#8216;Your children shall return to their own border [Jeremiah 31:17].&#8217; <em> Am Yisrael Chai!</em> [The People of Israel live!].</p>

President Shimon Peres strongly condemned the mosque attack in Tuba-Zangariyye earlier today.  In an event at Beit HaNassi recognizing the achievements of young scientists, the President said: &#8220;At the start of my remarks I wanted to express my profound shock from the horrible attack on the Mosque in Tuba-Zangariyye which took place today.</p>
<p>It is unconscionable that a Jew would harm something that is holy to another religion. This act is not-Jewish, illegal, immoral, and brings upon us heavy shame. I strongly condemn this horrible act in every language. This is not only a difficult day for the residents of Tuba-Zangariyye, it is a difficult day for all Israeli society. As the President of Israel, during these days of introspection between Rosh Hashanah and Yom Kippur, I call upon all to denounce these terrible acts.  These acts, destroy relations between us and our neighbors, and between the various religions in Israel.</p>
<p>We will not allow extremists and criminals to undercut the need to live together equally in equality and mutual respect. Arabs and Jews as one. I am sure that the Israeli police and security forces will apprehend these criminals and bring them to justice.</p>
<p>We must all stand behind them in an effort to preserve human dignity and respect for the law.&#8221;</p>

Earlier today, Prime Minister Benjamin Netanyahu this morning instructed ISA Director Yoram Cohen to quickly find those responsible for the arson at the mosque in the lower Galilee town of Tuba-Zangariyye.</p>
<p>Prime Minister Netanyahu, who was outraged by the images, said that this crime contravenes the values of the State of Israel, in which freedom of religion and freedom of worship are supreme values. &#8220;The images are shocking and have no place in the State of Israel,&#8221; the Prime Minister said.</p>

			<content:encoded><![CDATA[<p>Israel welcomes the Quartet&#8217;s call for direct  negotiations between the parties without preconditions, as called for by both President Obama and Prime Minister Netanyahu.</p>
<p>While Israel has some concerns, it will raise them at the appropriate time. Israel calls on the Palestinian Authority to do the same and to enter into direct negotiations without delay.</p>
<p>In the Quartet&#8217;s statement, they proposed the following steps:</p>
<p>1.   Within a month, there will be a preparatory meeting between the parties to agree an agenda and method of proceeding in the negotiation.</p>
<p>2.   At that meeting, there will be a commitment by both sides that the objective of any negotiation is to reach an agreement within a time frame agreed to by the parties, but not longer than the end of 2012. The Quartet expects the parties to come forward with comprehensive proposals within three months on territory and security, and to have made substantial progress within six months. To that end, the Quartet will convene an international conference in Moscow, in consultation with the parties, at the appropriate time.</p>
<p>3.   There will be a donors&#8217; conference at which the international community will give full and sustained support to the Palestinian Authority state-building actions developed by Prime Minister Fayyad under the leadership of President Abbas.</p>
<p>4.   The Quartet recognizes the achievements of the Palestinian Authority in preparing institutions for statehood as evidenced in reports to the Ad Hoc Liaison Committee, and stresses the need to preserve and build on them. In this regard, the members of the Quartet will consult to identify additional steps they can actively support towards Palestinian statehood, individually and together, to secure, in accordance with existing procedures, significantly greater independence and sovereignty for the Palestinian Authority over its affairs.</p>
<p>5.   The Quartet calls upon the parties to refrain from provocative actions if negotiations are to be effective. The Quartet reiterated the obligations of both parties under the Road Map.</p>
<p>6.   The Quartet committed to remain actively involved and to encourage and review progress. The Quartet agreed to meet regularly and to task the envoys and the Quartet Representative to intensify their cooperation, including by meeting prior to the parties&#8217; preparatory meeting, and to formulate recommendations for Quartet action.</p>

<p>Hopefully, the coming New Year will herald the realization of our aspirations for peace, greater security and economic growth, as we continue to strive to safeguard the future of the Jewish people and strengthen the ties between Israel and our Jewish brethren in the Diaspora.</p>
<p>Dramatic changes have swept across our region in the past year, changing the face of the Middle East forever. It has been generated by a young generation that bravely fought to free themselves of the shackles of the oppressive regimes that governed them, putting their lives at risk as they resolutely demanded their basic rights for freedom, democracy, dignity and jobs. Until the dust settles, it is hard to forecast what lies ahead, but along with the risks, the coming year could offer tremendous opportunities and possibilities, and we must have the courage and foresight to seize this window of opportunity to secure a better future. A trend towards democracy and freedom in the region will benefit Israel as well, and we shall closely watch its progress.</p>
<p>Changes have also occurred in Israel. The grassroots social justice movement that has sprouted up across the country has demonstrated that the people of Israel are engaged and socially aware, denoting a spirit of solidarity for each other and their society. They are prepared to fight for a better future for themselves and their children, and it has been an uplifting experience to witness the sight of hundreds of thousands of people peacefully raising their voice in unison for their rights.  Here too an opportunity for change exists and must not be wasted.</p>
<p>Jews in Israel and Jews in the Diaspora share a common bond and destiny; they are responsible for one another. These bonds must never weaken, but always strengthen, and to this end educating Jewish youth about Israel, while cultivating their engagement to Israel, is of paramount importance. No less important is the education of Israeli youth about their brothers and sisters in the Diaspora, making it clear to young and old, in Israel and abroad, that  Israel belongs to all of the Jewish people, and that a strong Israel – Diaspora relationship constitutes the bridge that connects us. Together we can develop a vision for the future of the Jewish people based on the Jewish values of Tikun Olam and peace.</p>
<p>The coming year will be a critical period for Israel, the entire region, and the world, with complex challenges ahead. Standing united while facing existential threats will give us the strength to prevail.  But it will also be a period of opportunities, and I hope we shall take advantage of these opportunities to create a year of promise, growth, and security.</p>
<p>As we look towards a better tomorrow, from Jerusalem I extend my warm and best wishes to the Jewish people around the world for a year of peace, joy, good health and prosperity.</p>

<p>On Thursday night in Israel, terrorist attacks flared up once again, with rocket and mortars continuing to be launched from the Gaza Strip at southern Israel, forcing some 1 million civilians into bomb shelters.  As the rockets mortars rained down across Israel&#8217;s southern skies, they managed to cause damage to the Erez Crossing, The only crossing used by people traveling between Gaza and Israel.</p>
<p>With Hamas committed to the destruction of Israel, one would normally assume the victims of their terrorist attacks are always Israelis. After all, they are firing into southern Israel, right?</p>
<p>Unfortunately, during the recent attack, a Palestinian family was caught in the crossfire on their way back to Gaza from Israel. Three Palestinian women and their children had come to Israel to receive medical treatment. Whether during periods of calm or not, it is quite common for Gazans to seek medical treatment in Israel, as the Hamas-run enclave spends more time crafting missiles than training doctors.</p>
<p>The mortar attack on the Erez Crossing happened at the very same time the Palestinian family was attempting to return to Gaza. With the Erez Crossing suffering serious damage to its electrical system from the attacks, Israelis monitoring the crossing risked their lives to bring the Palestinians back to a safe location. Here, they were given food, water and medical care.</p>
<p>Despite an onslaught of terrorist attacks and rocket fire over the last week, it has not stopped Israel from maintaining the border crossings, which are used for the movements of not only Palestinians but to bring in goods and supplies, which arrive by the thousands of tons per day.</p>

			<content:encoded><![CDATA[<p>From the Galilee to the Negev, from Tel Aviv to Beersheba, Israelis of all walks of life are celebrating the 44th anniversary of the reunification of Jerusalem. In the 4,000 year history of Jerusalem (which you can get through in five minutes thanks to a great YouTube video posted below), Jerusalem was always united, except for the years from 1948-1967, when it was occupied by Jordan. Following Israel&#8217;s independence in 1948, Jerusalem was meant to be independently governed by international bodies including the United Nations. However, in rejecting the two-state solution, Israel&#8217;s Arab neighbors launched an assault to prevent the founding of a Jewish state, and the armistice line which ended the War of Independence cut tragically through the heart of the Holy City.</p>
<p>From 1948 until June 1st, 1967, Jerusalem was divided along an awkwar<a rel="attachment wp-att-3282" href="http://www.israelpolitik.org/2011/06/01/jerusalem-day-reunification-of-more-than-a-city/jerusalem-2/"><img class="alignright size-medium wp-image-3282" title="Jerusalem" src="http://www.israelpolitik.org/wp-content/uploads/2011/06/Jerusalem-400x266.jpg" alt="" width="249" height="165" /></a>d line - the Old City, home to the Western Wall, lay in Jordanian territory and was off limits to Jewish Israelis. While freedom of worship and expression are the foundation of the modern State of Israel, and today everyone is welcome in Jerusalem, during 1948-1967, the holy sites were closed off to Christians and Jews. During the &#8216;Six Day War,&#8217; Jerusalem was unified, ending a very dark period of that city&#8217;s history.</p>
<p>So here we are, on a June 1st 44 years later, celebrating not only the reunification of a city, but the reunification of many peoples, together. Since June 1st, 1967, there is a level of religious freedom in Jerusalem never before seen in its history.  Transcending traditional divides, Israelis enthusiastically celebrate the return of Jerusalem as a place open to all who wish to worship, whether they be Jewish, Muslim, Israeli-Arab or Palestinian.</p>
<p>Today, the united Jerusalem has a population of 789,000. According to Israel&#8217;s Central Bureau of Statistics, 62 percent 492,700 of the city&#8217;s residents are Jews, and 36 percent  are Arabs. In a speech commemorating the beginning of Jerusalem Day last night, Prime Minister Netanyahu said &#8220;Jerusalem will never again be divided.&#8221; The city holy to Jews, Christians and Muslims will continue to welcome all so long as the State of Israel exists.</p>
