<p><a rel="attachment wp-att-3093" href="http://www.israelpolitik.org/2011/03/29/ambassador-oren-asks-what-if-gadhafi-had-gone-nuclear/wsj-oren-gadhafi-cartoon/"><img class="alignleft size-full wp-image-3093" title="WSJ Oren Gadhafi Cartoon" src="http://www.israelpolitik.org/wp-content/uploads/2011/03/WSJ-Oren-Gadhafi-Cartoon.jpg" alt="" width="262" height="174" /></a>&#8220;Gadhafi unilaterally forfeited his nuclear weapons program by 2004,  turning over uranium-enriching centrifuges and warhead designs. A  dictator like him—capable of ordering the murders of 259 civilians  aboard Pan Am Flight 103 and countless others in many countries  including his own—would not easily concede the ultimate weapon. Gadhafi  did so because he believed he was less secure with the bomb than he  would be after relinquishing it. He feared that the U.S., which had  recently invaded Iraq, would deal with him much as it had Saddam  Hussein.</p>
<p>A similar fear, many intelligence experts in the U.S. and elsewhere  believe, impelled the Iranian regime to suspend its own nuclear weapons  program in 2003. According to these analysts, the program resumed only  when the threat of military intervention receded. It continues to make  steady progress today.</p>
<p>Now is the moment to dissuade the Iranian regime from obtaining a  nuclear weapon that might deter any Libya-like intervention or provide  the ayatollahs with a doomsday option. If Gadhafi had not surrendered  his centrifuges in 2004 and he were now surrounded in his bunker with  nothing left but a button, would he push it?&#8221;</p>

<p>Below is preliminary list of weaponry and weaponry systems discovered and unloaded this  morning at the Ashdod Port hidden in the cargo of the “Victoria”  vessel.</p>
<ul>
<li>230  mortar shells, 120 mm</li>
<li>2,270  mortar shells, 60 mm</li>
<li>6 C-704  anti-ship missiles</li>
<li>2 radar  systems manufactured in England</li>
<li>2  launchers</li>
<li>2  hydraulic mounting cranes for radar system</li>
<li>66,960   bullets for the Kalashnikov, 7.62 millimeter</li>
</ul>
<p>It is  important to note that the C-704 shore-to-sea missiles have a range of 35  kilometers and according to assessments, their intended destination to the Gaza  Strip would have constituted a significant gain in the weapons capabilities of  terror organizations operating there.</p>

<p>The force was met with no resistance from the crew on-board.</p>
<p>The vessel is now being led by the Israeli Navy to an Israeli port for further searches and detailed inspection of the cargo.</p>
<p>The vessel was on its way from Mersin Port in Turkey to Alexandria Port in Egypt.</p>
<p><span>PM Netanyahu:  &#8220;Early this morning, I approved the Navy&#8217;s interception of the Victoria.  We had a solid basis that onboard the ship was weaponry destined for  use against Israel. Considerable weaponry &#8211; which was destined for  terrorist forces in the heart of Gaza &#8211; was found onboard the vessel.  The operation was carried out at sea in accordance with all  international rules. The weaponry originated in Iran, which is trying to  arm the Gaza Strip.&#8221;</span></p>
<p><span>DM Barak: &#8220;The attempt to smuggle weaponry to  Gaza shows that radical elements are continuing in their attempts to  attack Israel and undermine regional stability.&#8221;</span></p>
<p>According to assessments, the various weaponry on-board the vessel was intended for the use of terror organizations operating in the Gaza Strip.</p>
<p>The IDF noted that Turkey is not tied to the incident in any way.</p>
<p>The operation was approved as necessary in accordance with government directives in light of the Chief of the General Staff&#8217;s recommendations.</p>
<p>Earlier on March 15th, Lt. Gen. Benny Gantz updated the Minister of Defense, Mr. Ehud Barak, about the findings on-board the vessel.</p>
<p>The IDF and the Ministry of Foreign Affairs alerted about the interception of the &#8220;Victoria&#8221; to the German authorities, due to the German ownership of the ship. In addition, the government of Liberia, whose flag it was flying under, was notified, as well as France, due to the French shipping company.</p>
<p>The operation was under the command of the IDF Navy Commander, Maj. Gen. Eliezer Marom, and the interception was under the command of the Navy Special Forces Commander.</p>
<p>The vessel&#8217;s crew and content will be transferred to an Israeli port for questioning and further inspection.</p>
<p>The IDF will continue its intelligence and operational activities in order to maintain Israel&#8217;s security interests and prevent arms smuggling that will fuel the terror infrastructure in the Gaza Strip and Lebanon.</p>

<p style="text-align: center;"><strong>Background: Israel&#8217;s Inception of Arms Ships</strong></p>
<p>Since 2001, there have been repeated attempts to smuggle weapons under the guise of legitimate commerce, using ships, flags, and ports of blameless countries.</p>
<p><strong>May 2001:</strong> The <strong>Santorini</strong> was intercepted on its way from Lebanon  to the Gaza Strip. It contained a large shipment of 40 tons of weapons  including Strela anti-aircraft missiles. The shipment also included  mortars, rifles and guns, grenades, mines and explosive material,  anti-tank RPG-7 missile-launchers, and artillery rockets.</p>
<p><strong>December 2001</strong> &#8211; The <strong><a href="http://www.mfa.gov.il/MFA/Government/Communiques/2002/Seizing+of+the+Palestinian+weapons+ship+Karine+A+-.htm">Karine  A</a></strong> vessel, loaded with weapons in Iran, bound for the Gaza  Strip, sailed in the direction of Egypt with the intention of unloading  its cargo in Egypt. Small fishing boats were meant to pick up the cargo  and deliver it to the Gaza Strip. The ship, loaded with rockets,  anti-tank rockets, and light arms, was seized on January 3, 2002 by  Israeli naval commandos.</p>
<p><strong>May   2003:</strong> The <strong><a href="http://www.mfa.gov.il/MFA/MFAArchive/2000_2009/2003/5/The+Seizing+of+the+Abu+Hasan+-+May+22-+2003.htm">Abu  Hasan</a></strong> was intercepted in waters west of Haifa, sailing  from Lebanon to Egypt carrying Hizbullah explosives bound for the Gaza  Strip. The boat itself was a fishing boat, no doubt used purposefully to  disguise its intentions. Cargo contained: a radio-activation system to  detonate bombs remotely, CDs of directives on how to carry out suicide  bomb terror attacks, five boxes with rocket fuses, and 25 Katyusha  rocket detonators.<strong> </strong></p>
<p><strong>December 2003 - January 2004</strong> &#8211; The  Iranian Revolutionary Guard directed an aerial convoy to transfer  weapons and supplies to Hizbullah via Syria. The aerial convoys were  disguised as humanitarian aid intended for those injured in an  earthquake in Bam, a city in southern Iran. The Iranians took advantage  of the open airspace by trying to smuggle weapons to Hizbullah while  humanitarian aid flights were landing in Iran from all over the world.</p>
<p><strong>May  2007</strong> &#8211; An Iranian train carrying arms (mortar shells, light  arms, rocket launchers and ammunition) was uncovered in Turkey. The arms  were destined for Hizbullah. The Iranians attempted to conceal and  disguise the arms in order to avoid suspicion by the Turkish  authorities.</p>
<p><strong>January 2009</strong> &#8211; An arms shipment  sent by Iran was intercepted and seized in Cyprus after it was found on  the Cypriot vessel <strong>Monchegorsk</strong> which had been leased by  the Iranian Irisl shipping company. The cargo was found to include  tank, artillery and mortar shells as well as materials to be used for  producing rockets.</p>
<p><strong>October 2009</strong> -The <strong><a href="http://www.mfa.gov.il/MFA/MFAArchive/2000_2009/2003/5/The+Seizing+of+the+Abu+Hasan+-+May+22-+2003.htm">Hansa  India</a></strong>, which sailed from Iran flying a German flag was due  to unload a cargo of eight containers in Egypt. Following warnings from  the German authorities the vessel was not unloaded and continued to  Malta where it was seized and found to be carrying bullets and  industrial material intended for the production of weapons, seemingly  bound for Syria.</p>
<p><strong>November 2009</strong> &#8211; Roughly 500 tons of weapons, rockets, and missiles was uncovered  aboard the cargo vessel <strong><a href="http://www.mfa.gov.il/MFA/Terrorism-+Obstacle+to+Peace/Terrorism+and+Islamic+Fundamentalism-/nava-force-intercepts-Iranian-weapon-ship-4-Nov-2009.htm">Francop</a></strong> flying an Antiguan flag, which was intercepted and brought to the  Ashdod port. Thirty-six shipping containers with 500 tons of weaponry  were found on the ship disguised as civilian cargo, and hidden among  hundreds of other containers on board.</p>

<p><em><a rel="attachment wp-att-2628" href="http://www.israelpolitik.org/2010/11/15/shai-baitel-on-the-race-for-primacy-in-the-middle-east/iran-me-regional-map/"><img class="size-medium wp-image-2628 alignright" title="Iran ME Regional Map" src="http://www.israelpolitik.org/wp-content/uploads/2010/11/Iran-ME-Regional-Map-400x311.jpg" alt="" width="273" height="212" /></a></em>The Middle East is about to change. No, the dysfunctional political  systems are not about to become more free or fair or democratic.  National economies are not going to improve and create jobs and  perspectives for its people. Women will not see more equality and  opportunities. Education will <a href="http://www.arab-hdr.org/" target="_hplink">not prepare</a> the youth better for the future. It is  about to change because of a dynamic race over primacy in the region.  And it is not the usual suspects such as Egypt or Saudi Arabia, who are  competing for the leadership role. The region is witnessing an unusual  contest. In a curious twist, those rivals are neither Arab nor  traditional Sunni Muslim. It is non-Arab Turkey and Shiite Iran who  threw their hats in the ring and despite all displays and declarations  of friendship they compete to dominate the region.</p>
<p><span id="more-2623"></span></p>
<p>The Middle East is, in many respects, among the most important but  volatile regions of the world. It contains about perhaps 70 percent of  the world&#8217;s known oil and gas energy reserves. Religious and ethnic  rivalries are in abundance. It is a hub of international terrorism as  well as the proliferation of weapons of mass destruction. It is the  place where the Arab-Israeli conflict still festers after decades of a  quest for peace and Israel continues to serve as the perpetual lightning  rod. In a shrewd move, both Turkey and Iran exploit and highlight this  enmity against Israel in order to win the hearts of the Arab world. And  the Arabs, surprisingly, do away with their pride and welcome outside  leadership.</p>
<p>The region&#8217;s regimes are as dysfunctional as ever and hold on to  power through schemes and oppression, sometimes with acquiescence from  the West. Egypt, the most populous country and traditionally in the  driver&#8217;s seat in the Arab world, is awaiting yet another term of  octogenarian president Hosni Mubarak. The succession is again wide open  after his son Gamal seemed to be in position to take over the top job in  the next elections. The state of emergency continues perpetually.  Legislation is nodded off in Egypt&#8217;s puppet parliament while the Muslim  Brotherhood is oppressed and marginalized.</p>
<p>Syria is nothing but a tyranny ruled by a ruthless Alawite minority,  which preserves quiet through military power. Lebanon is sinking back  into disarray after the Cedar Revolution, with Hezbollah being a state  within a state. Jordan&#8217;s weak monarchy with its majority Palestinian is  never far from upheaval. A protectorate country, Saudi Arabia does not  step up to the plate, with its ailing ruler and succession anyone&#8217;s  guess. And Iraq? Well, Iraq is still adrift after months and months  without a functioning government, despite recent events.</p>
<p>Iran and Turkey are stepping into this power vacuum. No day goes by  without the news from the Middle East not providing new clues and it  does not take much imagination to recognize the bigger picture. Both  countries are about to slug it out to be the leader in the region.<br />
In mid-October, Iran&#8217;s President Mahmoud Ahmadinejad visited Lebanon.  The significance and symbolism of this trip cannot be underestimated.  Despite the charade of a &#8220;state visit&#8221; to a sovereign nation, he was the  landlord visiting his property, checking the front in the war against  Isarel. The &#8220;new&#8221; Lebanon, with Hizbullah domineering, is the next <a href="http://www.jcpa.org/JCPA/Templates/ShowPage.asp?DRIT=1&amp;DBID=1&amp;LNGID=1&amp;TMID=111&amp;FID=442&amp;PID=0&amp;IID=5082&amp;TTL=Ahmadinejad_in_Lebanon" target="_hplink">stepping stone</a> to a radical Iranian Shiite axis  that includes Syria, the new Iraq. Iran successfully bolsters Hezbollah  and it&#8217;s only a matter of time for Lebanon to fall, aided and abetted by  the West&#8217;s negligence and short attention span. Saudi Arabia and Egypt  will not be able to prevent it and even Syria will have to realize that  Iran is the boss in Lebanon.</p>
<p>Hamas is the other avenue with which Iran <a href="http://www.upi.com/Top_News/World-News/2010/11/09/Hamas-invites-Ahmadinejad-to-Gaza/UPI-97051289309230/" target="_hplink">attempts to squeeze</a> Israel establish and to assure  power and influence.  The Iranian race to acquire nuclear weapons  capability, though, is the single most blatant and threatening avenue of  Iran to threaten its neighbors and the region. It is gradually but  persistently succeeding in break the will and resistance of the Arabs  against their Shiite supremacy in the Middle East.</p>
<p>The fallout of the provoked Gaza flotilla incident and Turkey&#8217;s  shrill response to it has provided a clear indication of Prime Minister  Recep Tayyip Erdogan&#8217;s agenda. This response, firmly establishing Ankara  as the defender of the Palestinian cause, though, was just the last in a  line of events and actions indicating Turkey&#8217;s ascendance in the Middle  East. The mildly Islamist &#8220;Justice and Development Party&#8221; (AK Party)  came to power in 2002, a victory warmly welcomed in Arab countries. A  year later Ankara decided to refuse to cooperate with the U.S.&#8217;s plans  in the Iraq War. In 2009, Turkey condemned Israel for the Gaza War and  Erdogan stormed off the stage at the World Economic Forum after an  argument about Israel&#8217;s policies and actions with Israel&#8217;s President  Shimon Peres. While Turkey&#8217;s anger at Israel might be genuine, its  passion of the condemnation, even hatred of the Jewish State, is  calculated. It speaks volumes with whom Turkey wants to associate  itself.</p>
<p>With this anti-Israel, anti-Western, and pro-Muslim and  pro-Palestinian behavior Turkey can reaffirm itself as champion in the  Arab world and succeed where Arab regimes have failed. A <a href="http://www.todayszaman.com/tz-web/news-210462-arab-world-favors-turkey-sees-as-model-study-reveals.html" target="_hplink">recent poll</a> conducted in the Middle East is  testament to Turkey&#8217;s popularity. It showed that it ranked second in  Arab respondents&#8217; opinions, after Saudi Arabia, with 75 percent of  respondents having very favorable or favorable views of Turkey. The  number of respondents who perceived Turkey very favorably or favorably  was particularly high in Syria, Jordan, as well as in the Palestinian  Territories. There, Turkey was the most positively regarded country.  Together with other elements such as economic prowess, this role bestows  Turkey with legitimacy and credibility to claim leadership in the  Middle East.</p>
<p>Turkey and Iran share the goal to dominate and lead the Middle East.  With their aim identified it is important to understand what unites and  what divides the two countries, with both being allies &#8212; their trade  and economic relations have been improving tremendously, despite the  United Nations and U.S./European Union sanction regime, both have an  interest in a stable Iraq &#8212; and rivals at the same time.</p>
<p>A closer look reveals an interesting picture. Both countries perceive  the Israeli-Palestinian conflict as key issue and main leverage to  achieve predominance in the region. Turkey firmly embraces the  Palestinian cause, presenting itself as its main advocate. The Turkish  approach is one of advocacy, diplomacy and public relations, at the  expense of the relations with Israel and the United States. Iran equally  champions the Palestinians. Tehran&#8217;s approach, though, is decidedly  violent and, with regard to Israel, genocidal. Tehran loathes Israel  more than it loves the Palestinians.</p>
<p>Turkey is moderately (Sunni) Muslim while Iran is radically Shiite,  the defender of the Islamic Revolution, which it seeks to export to the  Middle East. In Turkey, Mustafa Kemal Atatürk&#8217;s secular legacy is in  danger. The country is at a crossroads, with questions about Erdogan&#8217;s  and his party&#8217;s true intentions abound. Turkey will either stay true to  secular Kemalism or drift further toward Islam and give up on more  democratic elements. There are grave doubts about the viability of the  current experimental structure of being a democracy and mildly Islamist.</p>
<p>It is worth noting that both countries had very close strategic  relations with the United States. The Islamic Revolution in Iran in 1979  put an end to that. Iran made the United States its enemy. For its  part, Turkey is gradually drifting away from its Western partners today.  According to recent Turkish media reports, Turkey&#8217;s National Security  Council has amended the country&#8217;s central policy paper outlining  Turkey&#8217;s foreign and home policy for the next five years to define  Israel as a <a href="http://www.haaretz.com/news/diplomacy-defense/turkey-policy-paper-israel-s-actions-threaten-mideast-1.321960" target="_hplink">central threat</a> to Turkey. Troubling enough,  Turkish media noted the amendment represented the first time Israel had  been seen as a threat on Turkey since 1949. It is instructive that the  document <a href="http://www.bloomberg.com/news/2010-08-23/iran-to-be-removed-from-turkey-s-red-book-threat-list-milliyet-reports.html" target="_hplink">no longer features</a> Iran, Russia, Iraq and Syria.</p>
<p>The puzzle is becoming clear: Two players, neither Arab nor  traditionally Sunni Muslim, have established themselves as contenders  for leadership in the region. Iran is operating in a dividing, militant,  and threatening and even genocidal modus, which echoes the drive toward  exporting the Islamic Revolution. Turkey, NATO member and EU accession  candidate, witnesses the strengthening of its Islamic elements and  demands to be regarded as major power in the region and beyond. The  country&#8217;s tools remain diplomacy and public relations, trying to engage  disputing parties. Turkey&#8217;s past and present offers to mediate between  Israel and Syria and its role, together with Brazil, to broker a deal on  the Iranian nuclear issue are examples of that approach. What both have  in common is their desire to dominate and be shown respect, using the  Israeli-Palestinian conflict as bait to seduce the Arab world.</p>
<p>The race toward primacy in the Middle East is in full swing. What we  are witnessing is nothing less than the seminal competition over the  heart of the Arab/Muslim world. Two regional players are in an epic  battle for the same goal, albeit from fundamentally different angles to  advance totally different agendas. Let&#8217;s all buckle up.</p>

<p>That same resilient spirit is exemplified by your collective efforts to help this great city rebuild itself after Hurricane Katrina.</p>
<p>Just as you have rallied time after time to help Israel weather the storms it has faced, you rallied to help New Orleans to get back on its feet.</p>
<p>You should be proud of what you have been doing for the Jewish people and the Jewish state, and for others. I am doubly proud to be with you here today. Thank you.<span id="more-2574"></span></p>
<p>On the eve of the 20th century, Theodore Herzl, the founder of modern Zionism, foresaw the great challenges that stood before the dispersed Jewish people. He charted a clear path to direct the Jewish destiny to the safer shores of a Jewish state. Herzl&#8217;s vision was guided by three principles: Recognize perils, seize opportunities, forge unity.</p>
<p>These same three principles should guide us at the dawn of the 21st century. We must recognize the dangers facing us and work to thwart them. We must seize the opportunity for prosperity and for peace with those of our neighbors who want peace. And we must forge unity among our people to shoulder these monumental tasks.</p>
<p>The greatest danger facing Israel and the world is the prospect of a nuclear-armed Iran. Iran threatens to annihilate Israel. It denies the Holocaust. It sponsors terror. It confronts America in Afghanistan and Iraq. It dominates Lebanon and Gaza. It establishes beachheads in Arabia and in Africa. It even spreads its influence into this hemisphere, into South  America.</p>
<p>Now, this is what Iran is doing without nuclear weapons. Imagine what it would do with them. Imagine the devastation that its terror proxies, Hezbollah and Hamas and others, would wreak under an Iranian nuclear umbrella.</p>
<p>This is why Israel appreciates President Obama&#8217;s successful efforts to have the UN Security Council adopt new sanctions against Iran. It values American efforts to successfully mobilize other countries to pass tough sanctions of their own. There is no doubt that these sanctions are putting strong economic pressures on the Iranian regime.</p>
<p>But we have yet to see any signs that the tyrants of Tehran are reconsidering their pursuit of nuclear weapons. The only time that Iran suspended its nuclear program was for a brief period in 2003 when the regime believed it faced a credible threat of military action against it. And the simple paradox is this: if the international community, led by the United  States, hopes to stop Iran&#8217;s nuclear program without resorting to military action, it will have to convince Iran that it is prepared to take such action.  Containment will not work against Iran. It won&#8217;t work with a brazen regime that accuses America of bombing its own cities on 9/11, openly calls for Israel&#8217;s annihilation, and is the world&#8217;s leading sponsor of terrorism.</p>
<p>When faced with such a regime, the only responsible policy is to prevent it from developing atomic bombs in the first place. The bottom line is this: Iran&#8217;s nuclear program must be stopped. Iran&#8217;s nuclear program is the greatest danger we face. The assault on Israel&#8217;s legitimacy is another.</p>
<p>We know from our history that attacks on the Jews were often preceded by attempts to dehumanize the Jewish people &#8211; to paint them as vile criminals, as the scourge of humanity.  This is why the attempts by our enemies and their misguided fellow travelers to delegitimize the Jewish state must be countered.</p>
<p>Herzl was right about many things.  He was right about the conflagration that would soon engulf Europe. He was right about the need for a Jewish state and for a Jewish army to defend that state.</p>
<p>Yet Herzl was too optimistic in believing that the rebirth of the Jewish state would gradually put an end to anti-Semitism.</p>
<p>The establishment of Israel did not end the hatred towards the Jews. It merely redirected it. The old hatred against the Jewish people is now focused against the Jewish state. If in the past Jews were demonized, singled out or denied the rights that were automatically granted to others, today in many quarters Israel is demonized, singled out and denied the rights automatically granted to other nations, first and foremost the right of self-defense.</p>
<p>For too many, Israel is guilty until proven guilty. The greatest success of our detractors is when Jews start believing that too &#8211; we&#8217;ve seen that today.</p>
<p>Last year, at the UN General Assembly, I spoke out against the travesty of the Goldstone Report, which falsely accused Israel of war crimes in Gaza two years ago. The United States, led by President Obama, and Canada, led by Prime Minister Stephen Harper, stood by Israel&#8217;s side against this blood libel. Many countries didn&#8217;t.</p>
<p>Well, last week, Hamas finally admitted that over 700 of its fighters in Gaza were killed by the IDF during that war. This is precisely what the Israeli army said all along &#8211; that roughly 50% of the casualties of the war were Hamas terrorists.  Such a high percentage of enemy combatants and such a low percentage of unintended civilian casualties is remarkable in modern urban warfare. It is even more remarkable when fighting an enemy that deliberately and shamelessly embeds itself next to schools and inside mosques and hospitals.</p>
<p>The authors of the Goldstone Report owe the Israeli army an apology. And all those who supported and helped spread this libel owe the State of Israel an apology. The best way to counter lies is with the truth. That is why I commend your decision to establish the Israel Action Network and dedicate resources to fight this battle for truth.  We must fight these lies and slanders together to ensure that truth prevails.</p>
<p>The threat from Iran and its proxies, and the continued assault on Israel&#8217;s legitimacy are great perils we must thwart.</p>
<p>Now let me speak about two great opportunities we must seize: peace and prosperity.</p>
<p>The opportunity today to achieve a broader Israeli-Arab peace derives not exclusively but mainly from the perception of a common threat. Today, Arab governments and many throughout the Arab world understand that Iran is a great danger to them as well. This understanding opens up new possibilities for a broader peace that could support our efforts to reach peace with our Palestinian neighbors.</p>
<p>Israelis want to see that the Palestinians are as committed as they are to ending the conflict once and for all. They want to know that just as we are ready to recognize a state for the Palestinian people, the Palestinians are ready to recognize Israel as the state for the Jewish people.</p>
<p>Israel also wants a secure peace. We do not want to vacate more territory only to see Iran walk in and fire thousands of rockets at our cities. That is exactly what happened after we left Lebanon and Gaza. We don&#8217;t want to see rockets and missiles streaming into a Palestinian state and placed on the hills above Tel Aviv and the hills encircling Jerusalem. If Israel does not maintain a credible security presence in the Jordan  Valley for the foreseeable future, this is exactly what will happen.</p>
<p>I will not let that happen.</p>
<p>We do not want security on paper. We want security on the ground. Real security. I am willing to make mutual compromises for a genuine peace with the Palestinians, but I will not gamble with the security of the Jewish state. Palestinian leaders who say they want to live peacefully alongside Israel should sit down and negotiate peace with Israel. They should stop placing preconditions and start negotiating peace.  The Palestinians may think they can avoid negotiations. They may think that the world will dictate Palestinian demands to Israel. I firmly believe that will not happen because I am confident that friends of Israel, led by the United States, will not let that happen. There is only one path to peace &#8211; that is through a negotiated settlement.</p>
<p>We should spend the next year trying to reach an historic agreement for peace and not waste time arguing about marginal issues that will not affect the final peace map in any way. I am confident that if there is goodwill on the Palestinian side, a formula can be found that will enable peace talks to continue. I believe that if we succeed, and I always like to confound the skeptics, and I continue to do that systematically, I believe that peace would unleash tremendous economic opportunities for Israelis, Palestinians, and peoples throughout the region.</p>
<p>But as the last years have shown, Israel has not waited for peace to seize the opportunity to develop a strong economy. As Prime Minister, then as finance minister and now again as Prime Minister, I have spent a great deal of time advancing economic reforms and removing obstacles to Israel&#8217;s economic growth &#8211; and I have the political scars to prove it. The reforms that we have been enacting have changed Israel&#8217;s economy beyond recognition. We are now building fast roads and rail lines that crisscross the country, to connect the Negev and the Galilee to the center of the country. I intend to complete a rail line that will link the Red Sea with the Mediterranean and the Jordan River to the Port of Haifa. This will enable Israel to take advantage of its strategic location as more and more goods are shipped from East to West.</p>
<p>As the world economy becomes more competitive, Israel is well placed to succeed. We are global leaders in high technology. Our scientists win Nobel Prizes. Our innovations in science, medicine, water, energy, communication, agriculture and in many other fields are literally changing the world.</p>
<p>Israel is a wellspring of technological, artistic and cultural creativity. Today, Israel is ranked 15th in the world in terms of quality of life &#8211; by the UN &#8211; so you knows we are at least 15th. And if that does not impress the young people in the audience, here&#8217;s something else that might. For those of you planning to travel world, Lonely Planet just ranked Tel Aviv the 3rd most exciting city in the world. I don&#8217;t agree &#8211; that of course is Jerusalem. Still, Israel&#8217;s best economic days are ahead.</p>
<p>If we hope to thwart and dangers and seize opportunities, we must strengthen our unity. The best way to strengthen Jewish unity is to strengthen Jewish identity. By deepening our connection to our shared past, we fortify our bonds to one another and to our state, and thereby strengthen our common future. That is why this year I decided to initiate a national Heritage Plan that will restore and renovate hundreds of Jewish and Israeli sites throughout the country.</p>
<p>I want young people to visit the place where David Ben Gurion declared our independence just as I want them to visit the place where our patriarchs and matriarchs, the mothers and fathers of the Jewish nation, are buried. Talk about distortions, can you imagine that UNESCO tried to deny the Jewish connection to Rachel&#8217;s Tomb next to Jerusalem and the Tomb of the Patriarchs in Hebron? This absurdity to try to erase our past will fail as we reconnect a new generation of Jews with their history. Our young people will know that we are not foreign interlopers in our own homeland. They will know something that our enemies and politicized international bodies cannot bring themselves to admit: The Jewish people are not strangers in the Land  of Israel.  Israel is our home. It has always been our home and it will always be our home.</p>
<p>I have also decided to enhance Israel&#8217;s support for programs that strengthen Jewish identity in the Diaspora. In my first term as Prime Minister, I decided to invest Israeli government funds in what many then thought was a preposterous idea &#8211; that we would pay for young Jews to come on short visits to Israel. Since then, a quarter of a million Jews have come to Israel on Birthright programs, and we will continue. I am committed to working with Birthright, Masa and Lapid to ensure that every young Jew who wants to can come to Israel.</p>
<p>And I am committed to working with Natan Sharansky and the Jewish Agency to strengthen Jewish identity in the Diaspora.</p>
<p>I know that there are controversial issues that threaten to divide us. We need to resolve these issues in a spirit of compromise and tolerance.  As Prime Minister of Israel, I promise you that I will not permit anything to undermine the unity of our people. Israel must always be a place that each and every one of you can call home. Our unity is a critical foundation of our collective strength. The more we speak with one voice, the more that voice will be heard. And in a rapidly changing world, it needs to be heard loud and clear.</p>
<p>At the beginning of the 21st century, the fantastic rise of Asia challenges many nations, but it is not a danger. It is a natural shift in global wealth and power that is lifting hundreds of millions of people out of poverty. The great danger we face is not from the battle between East and West but from the aggressive force wedged between them that is spreading its tentacles far and wide. That force is radical Islam, whose fanaticism and savagery knows no bounds. If I can leave you with one message, it is that we must warn others of this peril.</p>
<p>History shows that the most advance weapons were usually developed by the most advanced societies. Yet today, primitive and barbaric tyrannies that stone women, hang gays, promote terror worldwide, send bombs to synagogues, and advance the most fanatical doctrines can acquire nuclear weapons. If not stopped, this means that the greatest nightmare of all &#8211; nuclear terrorism &#8211; can become a reality. The civilized world must not let that happen.</p>
<p>As we continue to build a modern and democratic Israel and as we seek peace with all our neighbors, we must also warn the world about this formidable peril. In standing up for modernity against medievalism, the Jewish people and the Jewish state play a vital role in securing our common civilization. And by helping dispel the shadows of a dark despotism, we can truly fulfill our destiny to be a beacon of light and progress unto all the nations.</p>

<p>Who would have thought the President of Iran would reference Paul the Octopus in a speech demonizing the west. Very few actually believe that Paul the Octopus is a supernatural force, but that didn&#8217;t stop Mahmoud Ahmadinejad from claiming in a speech in Tehran that Paul the Octopus spreads &#8220;western propaganda and superstition.&#8221;</p>
<p>This coming from the leader of a country whose clerics infamously blamed earthquakes on women being dressed &#8220;immodestly.&#8221; Both examples clearly mix correlation with causation, but to claim a cephalopod in Germany is a source of evil is insane, even for Ahmadinejad. Then again, in 2007, <a href="http://worldblog.msnbc.msn.com/_news/2007/07/20/4376550-irans-spying-squirrels" target="_blank">Iran arrested 14 squirrels on &#8220;charges of espionage.&#8221;</a></p>
<p>&#8220;Those who believe in this type of thing cannot be the leaders of the global nations that aspire, like Iran, to human perfection, basing themselves in the love of all sacred values,&#8221; quipped Ahmadinejad in an ironic remark.</p>
<p>The above quote is disturbing because when Iran &#8220;aspires&#8221; to human perfection, that means limiting human rights in general, especially women&#8217;s rights. According to him, &#8220;sacred values&#8221; are the subjugation of women, torture, killing infidels, and building a nuclear arsenal.</p>
<p>If Paul the Octopus is on Ahmadinejad&#8217;s &#8220;hitlist,&#8221; no one is safe.</p>

<p>A year after Iran&#8217;s controversial election and subsequent crackdown of dissent, the UN issued a statement this week condemning Iran&#8217;s campaign of brutality and violence against human rights activists and peaceful protesters.</p>
<p>Said the United States&#8217; representative to the HRC, Ambassador Eileen Chamberlain Donahue, &#8220;Today’s joint statement on the human rights situation in Iran is a significant accomplishment for the Human Rights Council. Fifty-six states from every region of the world came together in this joint statement of solidarity with the Iranian people, bringing much-needed focus and world attention to the human rights conditions in Iran.&#8221;</p>
<p>The United States joined 55 other countries in supporting the statement, which can be read in its entirety<a href="http://geneva.usmission.gov/2010/06/15/u-s-joins-over-50-nations-to-support-hrc-statement-on-iran/" target="_blank"> here</a>. Among the signatories were all 27 members of the European Union.<span id="more-1818"></span></p>
<p>In a message to Iranian President Mahmoud Ahmadinejad, the statement says, &#8220;Mr. President, it is in that spirit that the States that have joined in making this Statement wish to express their concern at the lack of progress in the protection of human rights in Iran, particularly since the events surrounding the elections in Iran last June– including the violent suppression of dissent, detention and executions without due process of law, severe discrimination against women and minorities including people of the Bah’ai faith, and restrictions on freedom of expression and religion. We cannot let this Human Rights Council session go by without marking the one year anniversary of these events this month.&#8221;</p>
<p>Today’s statement is a clear message from the free world. Together with the Security Council resolution passed last week concerning sanctions against Iran, it reflects the international community’s impatience with the nature of the regime in Iran.</p>

<p>U.S. Vice President Joe Biden arrived in Israel for a series of meetings with top Israeli and Palestinian officials.</p>
<p>Two major issues on the agenda include Israeli-Palestinian negotiations and putting an end to Iran&#8217;s nuclear ambitions. &#8220;Progress occurs in the Middle East when everyone knows there’s simply no space between the United States and Israel,&#8221; stated Biden. &#8220;There is no space between the United States and Israel when it comes to Israel’s security and for that reason and many others addressing Iran’s nuclear program has been one of our Administration’s priorities. We’re determined to prevent Iran from acquiring nuclear weapons and we’re working with many countries around the world to convince Tehran to meet its international obligations and cease and desist.  Iran must also curb its other destabilizing actions in the region, well beyond their desire to acquire nuclear weapons and that is their continued support for terrorist groups that threaten Israel and I might add our interest as well. President Obama and I strongly believe that the best long-term guarantee for Israel’s security is a comprehensive Middle East peace with the Palestinians, with the Syrians, with Lebanon, and leading eventually to full and normalized relationships with the entire Arab world. It’s overwhelming in the interest of Israel, but it’s also overwhelming interest to the Arab world and it’s in our interest as well.  The goal is obviously to resolve the final status issues to achieve a two-state solution with Israel and a Palestine living side by side in peace and security. A historic peace is going to require both parties to make some historically bold commitments. You have done it before and I’m confident for real peace you would do it again&#8221;.</p>
<p>During his visit to Israel, Biden commended the Israeli moratorium on new building in the West Bank, and stated that on the Palestinian end there is a real commitment to reach an agreement.</p>
<p>In the coming weeks, Israeli and Palestinian officials will resume proxy talks that will eventually reignite official dialogue between the two administrations: &#8220;I appreciate the Administration’s effort to advance peace in the region,&#8221; added Prime Minister Benjamin Netanyahu. &#8220;I know that this has been difficult and has required a great deal of patience, but I’m pleased that these efforts are beginning to bear fruit and we have to be persistent and purposeful in making sure that we get to those direct negotiations that will enable us to resolve this conflict.</p>
<p>&#8220;I look forward to working with President Obama, and with you and your entire Administration to forge a historic peace agreement in which the permanence and legitimacy of the Jewish State of Israel is recognized by our Palestinian neighbors and in which Israel’s security is guaranteed for generations to come.&#8221;</p>
